Description:Maneki concentrates a pebble sized amount of water on top of his index finger. He then makes a gun figure with his fingers and then concentrates wind chakra into the water bullet. After that he then fires it with the speed and accuracy of a sniper rifle. To make it accurate takes a lot of chakra.

Water Assassination Jutsu? Isn't there already a jutsu that exists with that name? Oh well, anyways, this jutsu might need a lot of editting.

Name:Shadow clone jutsu

Description:similar to the Clone Technique, this jutsu creates clones of the user. Unlike the Clone Technique, these clones are actual copies, not illusions. The user's chakra is evenly distributed among every clone, giving each clone an equal fraction of the user's overall power. The clones are capable of performing jutsu on their own and can even bleed, but will usually disperse after one or two solid blows. They can also disperse on their own. The clones will be created in roughly the same condition as the original.

A characteristic that is unique to the Shadow Clone, out of all other Bunshinjutsu, is that any experience the clones gain during their existence is transferred to the user once they are dispersed. This makes the technique ideal for spying, since the user can simply send a clone to spy on a target, then have the clone disperse itself without returning to pass the information back to the user. Any extra chakra the clone has when it disperses is also returned to the original.

It's also useful for training purposes, since the total amount of experience the user gains is multiplied by the total number of clones being used to train. For example, if a user creates one shadow clone and trains together with this clone for 1 hour, then dispels the clone, the user gains 2 hours of training in 1 hour by adding the hours of clone and the user together. This particular feature is not revealed until Part II by Kakashi Hatake. Attempting to use the clones for training purposes can be mentally harmful to the user, because not only is all the experience collected by the user, but so is all the mental stress from training from each clone.

the water assasination jutsu needs a different name, like genkou said. do that and we'll see how it fairs.

make the second variation a seperate jutsu and it cannot rank with the user, it has to be a certain rank and show me how many times you can use it when your a certain rank. like gennin 2, chunnin 4, jounnin 10 ect.

Description:After performing the necessary hand seals, Maneki inhales air via his mouth and gathers up water chakra into his chest and he keeps it there fore several seconds ,then Maneki can fire several large dragon-shaped water balls at his opponent. The technique appears to require a lot of chakra to use, but if not careful this jutsu can become a more of a burden than an asset. The water balls seem to be very accurately modeled after a dragon’s head with fine detail. These water balls can cause great damage to a enemy. If hit directly will cause a great amount of damage.

That isn't exactly true, Kamo. That jutsu is just a copy version of the cannon jutsu "Fire Release: Great Dragon Fire Technique".
