How come Pain and Madara aren't allowed ? I was originally planning to be Pain or Madara. But Kakashi Told me they arent allowed. Can someone give me a good reason why they arent allowed ?

Its some strange rule implemented by Naruto cause they're OP. Personally, id prefer Pain over Kakashi.
But i think that if he thinks they're OP, he should also consider his own character Naruto OP as well. I mean he has Unlimited Chakra.
