Because they are filled with charkra the can also explode on contact but this isn't harmfull unless used 'an masse'.

This jutsu leaves the user defensless and without a means to attack unless skilled at taijutsu.

The jutsu really llooks like a real ocean for it has giant waves which attaks the opponent,this ocean will surround and then crush all the targets that can possibly destroy anything it passes.The bugs will attach and cover the targets,draining some chakra until it drains all.
