If the original ninja was highly skilled, its puppet can retain these abilities as well. Even the ninja unique body traits will be passed on to its puppet form. Thus Zento can still use all the original jutsu the ninja once utilized.

Why not? As long as he has a history in Sunagakure no Sato, where it was developed, and the access to another S-ranked technique, he should be able to learn and utilize the technique.

A puppeteer is only as strong as his puppets, meaning that even if he were to become more powerful it would only be because he has puppets. Besides, if the puppets he had can kill the ninja((which it would have to to use the technique)) then the ninja can't increase their level that much can it? I say you should allow it, but limit the number of people he can turn into a puppet, like we were limiting the sharingan.

Umm..Neko, that is untrue in so many ways. Puppet mastery is only one skill specialty, and is not an element. The actual person has elements, Jutsu, and plain skills at their disposal.

A puppeteer is described as being someone who relies solely on their puppets in combat. They spend so much time training with their puppetry to become a master that they lack skill in most other areas. And besides, you try controlling puppets with highly concentrated chakra strings whilst still preforming other techniques effectively.

Yes, without a puppet they are slightly weaker, but a puppet isn't the only thing they can rely on, and of course they would have a hard time controlling a puppet, while doing jutsu, and things themselves, which is why they drop it?

If you're playing a puppeteer who doesn't need puppets to battle, you're playing it wrong. The point in puppetry ninjutsu is that it allows you to battle without having to put yourself in a lot of danger, as well as being able to attack from many places at once, while sacrificing other techniques and skills you would need if you were actually doing the fighting yourself.

But, if your concern is that, why not simply give him an ultimatum? Only use puppetry and get the technique, or keep his other specialty and don't get it

Oh, and since you are making live puppets, you should only be able to make live puppets out of "live" shinobi. I mean, even if we give him a limit of 3 live puppets, he'll still be able to customize the chakra levels, abilities, ect. He could make a Uchiha puppet with the Mangekyou Sharingan or Orchimaru-like puppet if he tried. Uchiha have to kill non-NPC friends to gain the EMS, so lets do the same for puppeteers. If Zento believes that he has enough skill to control live puppets, lets have him work for them.

So my idea is that a puppeteer must kill a non-NPC shinobi in oirder to make living puppets.

But if he kills a Jinchuuriki, he should only gets the host's abilities. Since the seal was put on the Jinchuuriki's original body, not a puppet body.

Well..it's his choice. This ability, or any other ability he has that does not have to do with puppetry.

ok i will take Kitsukes deal i will remove one of my skills and then take the puppet move and as for what Genko said i won't take a bijuus power i will just take the hosts power and if i go to OP about this then i will remove it.

Live puppets are in kekkai genkai, such as Naomi's KKG ..

Living puppets are of such. But regular, human puppets are fine.
