Actually, a mod can deny an app easily if there is a valid reason. If the mod denies an app, after a admin approves it, the admin will need to approve it once more, after the problem is looked over, so

App is still unapproved, until the problem is fixed.

Plus, to add to my argument, Kisame had insane chakra levels too. Why? His sword Samehada absorbed Chakra and gave it to him. My sword Yasha does what? Exactly that and that Chakra goes to me and not stored in the blade so its not like taking the sword will deny me that chakra. This is a totally pointless claim on their part.
