Description: Formed by repeating the Dog, Boar, Bird and Dragon seal combination two times and then putting the fingertips of both hands together, this jutsu allows the user to channel a large amount of lightning converted chakra into the fingertips of one hand. For a single attack or movement, a current roughly equivalent to an electrical wire becoming ungrounded will surge through the fingertips of the right hand. Static lines will continually encase the shinobi's fingers. The lightning chakra can also cling minimally, allowing it's charge to carry across multiple close foes it they happen to be holding or wearing metal.

Seems a little powerful for a C-rank, but if you don't over use it, it should be fine.
