Insight needed on making a decision (Forum Related)

My reason for posting this reply is so I can ask for advise or options on what to choose.
Your input will help me in determining my choice.
I will be posting my character application very soon,
and will be shooting for one of the high ranks currently open.

The world of Naruto as ninjas already have really power abilities to the point of having god-like qualities,
yap oh what fun.
However, others try to trump that by posing as being above god-like to that of a 'god',
and nobody wants that happening to them. Henceforth god moding, killer of all RP fun.

The worst even try to pack it out as being beyond any ''god''.
I really hate it when others are too overpowered, or try to god mode,
so you will not have to worry about that problem from me.

Now, what would you recommend from these questions:

When it comes to other application template, (i.e. custom weapons, etc.)
can these be added along with my character's template, or must they be posted separately for approval?

Which village would be the wisest choice to pick right now?

If someone was as good as you hoped for an RP opponent,
which of the currently available ranks would you or others qualified most likely award them?

If someone could RP as good as you or some of the best on the forum,
which of the currently available ranks should they shoot for?

The reason I ask for insight on these questions is that it would solve my questions.
The reason I seek a higher rank is it obviously lessens the limitations of my character.
However, it also allows me to be more creative. (Within a reasonable degree to be fair to others.)

It would also allow me to cut to the chase and enjoy RPing more.
It lets me get a greater challenge from other RPC players who also hold higher ranks.
Most importantly, it forces me to RP better in a straight forward, but reasonable line that is more believable.
I just get better experience, and a more believable form of play this way.

In addition, could any of you verify that the information below is still correct,
or if any recent chances occurred.
