Akatsuki and the hunt for Bijuu

This may already exist but I have a draw back for the Akatsuki hunting the Bijuu to make it a tad more fair.

Akatsuki cannot purposely enter any sort of context/fight/etc... with a jinchuuriki if they are not in the same area as that Bijuu holder.

For example, an Akatsuki cannot be at there headquarters, and suddenly start and RP in the Sand village where the Sand jinchuuriki is.
So they would have to travel [and hope] to stumble across a Bijuu. The Akatsuki would no where they are going, it would just take a few posts to enter the area of that jinchuuriki. However, in those few posts, the jinchuuriki could easily flee (if they wanted).

Bottom Line,

I think it should be unfair for the Akatsuki to simply, and out of no where, start an RP with a jinchuuriki (specifically). So to do so they would have to travel, hunt down, etc...
