"Raikage, somethings been bothering me since I've returned. Exactly one year prior to my return here I had a chilling encounter with one of the members. I never asked her name nor did i care to ask but being that I was not of any village, I saw no reason not to answer when she spoke to me. This woman had a calm about her but she a chilling and disturbing chakra about her. She knew of me and the clan I came from and asked of my requisition to the group. I denied and expected a backlash, but none came, just simply a message. She said 'A weapon is only as harmful as the skill of the possessor allows. A village is only as powerful as the Kage that rules it. How much knowledge can a year give you, or should I say how much knowledge can it give US?' What does it mean?
