1. This jutsu looks like a rip of Haku's jutsu.

2. Ice jutsu can only be created by combining water and wind. You have water and lightning.

Description: Do some hand signs and put both hands on the floor. Move your water with your chakra underground. Then create an water barrier from below, that surrounds them. And use your chakra to make it hold. Then use your chakra to bring the lightning underground, into the barrier.

Just edit it and say this jutsu takes alot of chakra to perform or something. Then it will be approved.
