| Well he was a genin when kasei made that announcement "promoting all Genin yo Chuunin and all Chuunin to Jounin".
Also Kasei said that as soon as he finishes his training with Naizu he is going to be promoted.
I also believe that we should make him a Chuunin, he is a genin for quite some time. | |

| Find his kage and get him to do it then. It really isn't our decision. Though I do believe it would be better to keep him a genin until the chuunin exam, if only because it will provide for more competition and give him a chance to prove himself to the sceptics. |
