Description: Much like his previous jutsu where it only involves water, Cocaine uses the same command to accumulate the moisture, or use a chakra flow to create it with nature manipulation. In the same process he breaks apart the water to create the lightening chakra, with the moving elections. By combining the two, he can create the Storm element in it's effect to be directed by the user's control of it's chakra.

Drawback: Every time he uses this technique, the man undergoes a brief mental state of Increased blood pressure, Constricted blood vessels, Dilated pupils, Mental alertness, Increased energy, Increased heart rate, Decreased appetite, Increased temperature. These temperamental effects of Cocaine seem to highly destroy his ability to perform in battle.
