Needs a length of time you must be touching them for, for this jutsu to activate. Just one post is to strong, so you may have to continuously touch them for at least 2 posts before the chakra completely spreads. 2 posts for the C rank effect, and 3 posts for the B rank effect.

This technique is not deadly in anyw ay.
