Pein makes his body decipates and repear at any postion, absolutely silently, as if he were warping around, but in reality he is moving with the air owing to Nagato's ability to blend in with the air. This jutsu doesn't need much chakra but high mastery in wind jutsu's.

Its only possible by the 3rd guy in the team of Kabuto and Yoroi, when he pretended to be a leaf genin, in the Chuunin exams. So it shouldn't be possible unless its a puppet or you are a descendant or relative of that guy.

This justu can be used with Wind Lighting Rod by using sound from the guitar it can carry the lighting that was drained into the ground a travel into the enemys ear making there movments dizzy like because of the lighting nerve disruption. this can also be used to block water attacks by using a sound wave

in the show wind is strong againist lighting so thats how =)

the wind draws it in and it only drains lighting thats in its range

How does the wind draw in the lightning? Is it using chakra? I don't think just normal wind can do that.

and i dont think wind element chakra is normal wind either but yes charka
