Then, releasing this chakra, they can put the opponent under the genjutsu that they have been transformed into a wolf, making them unable to weave handseal while under the effect. In this genjutsu they see the user as the Alpha male. This means that they will either attack the opponent or see it as their leader and obey, 50/50 chance. It is up to opponent's personality.

Party Ball is okay. But it seems more advance than a fireball. Hence I would like to see it as a rank B. APPROVED

Winds Style, is also okay but it needs more description. How far can you blow this wind and how big of width it can hit?

Eye of Night, is a bit of more advanced technique. As Shikamaru can control shadows, you would need to be able to control light. You will only be able to see in dark if you can collect enough light in to your eyes, so to speak. Since your application doesn't say anything of light control or special eyes, I can't approve this.

well hinata, it would be simple enough for a normal person (in the naruto universe) to be able to increase the amount of reflectors in the eye, allowing the greater perception of light, allowing for greatly improved night vision

Description: Final End is utilized by the Missing ninja, Toshiro Kazura. Forming the Necessary had seals, Toshiro will form a large barrier of Chakra around himself, extracting 99% of all of his chakra, forming it into a large formation of a sphere, the chakra around it condensing into a sphere, mostly turned to black with the condensation. After the Use of the sphere, Toshiro will use the 1% of chakra and run towards the enemy with his inhuman speed, which is a bit over limits of a shinobi with the usage of the gates of power in his possession, and is used as a last resort. After the use, due to the 100% chakra reduction, he immediately dies after the usage, and turning the body to nothing but a hollow shell, then turning to dust in an instant, leaving no chance of revival.

Ok Toshiro its approved but I don't see the point. If you were to kill you and your opponent it wouldn't get you anywhere. Also you would have to be at full chakra to do it anyway seeing as 99% of 5% of your total chakra wouldn't be enough.

Description: Light of Oblivion is utilized by the missing ninja, Toshiro Kazura. Within Toshiro's right optical, on his clan's third state Boukyakugan, he is able to conjure a Genjutsu almost similar to the Amaterasu and Tsukiyomi, Having a cost of a part of Toshiro's eyesight, and will cause further to blindness. Once active, Toshiro can conjure up a deadly white flame, burning up a dark illusion along with whoever looks at it for more than 5 seconds, the white flames flowering off streams of chakra through the mind, creating an illusion of one being burned, tortured, etc., Similar to the "Darkness" version of this type of Genjutsu. This jutsu is a basis of the Kazura clan's specialty, Torturous Genjutsu, and deadly taijutsu. After the illusion, Toshiro can use another one of his Jutsu to strike his opponent while the Genjutsu is in effect, but a lesser amount of damage because of it's usage in chakra.
