This technique was performed only in the anime. And I don't think we should follow the guidelines from anime.
In the manga, which is the real Naruto, Sasuke was required to shoot a powerful fire technique up into the skyes to create a lightningstorm. Where he then controlled the natural lightning to perform Kirin.
So, if you wanna control natural lightning, you gotta find a source somehow. Like creating a technique to create lightning storms.
Otherwise, if you wanna do it simple. Create lightning from your body like Sasuke does when he uses Chidori.
But there is a problem there too. Of some reason, the admins have forbidden all Chidori types of techniques. ^.^ Don't ask me why.
But you can still learn them from a sensei in the roleplay.

And again a Genin can only use up to C-rank

Why don't you make it simple and don't add any jutsus at all? ^^
You could be assigned to a sensei in the RP and he can give you some of her/his jutsus.

PS: the title of this thread is "The future Hokage". Just so you know, we cannot guarantee you ever getting that rank. ^.^ I hope you don't have high hopes for it.
